Caroline-Anne has worked in public health since 2004. She is a former staff member of the World Health Organization (WHO) where she supported public health communications and emergency and risk communications capacity-building of WHO Member States and WHO staff. Through her change management, organizational development and communications companies, she has served international organizations including WHO since 2013. Before moving to public health, Caroline-Anne supported the culture and tourism industry as an advocate for Francophone rights across Canada. She was publisher and editor-in-chief of a provincial newspaper as well as freelance journalist and writer among other things.
Caroline-Anne holds a Bachelor's degree in French Literature from the University of Ottawa and completed Master's courses in Applied Health Services Research at Dalhousie University, specializing in qualitative research and pandemic preparedness. She is certified in Basic Emergency Management (2005, Government of Canada).
